Following a fellow biker on 2 wheels that I had been following for a couple of miles. He thought he was at the last MotoGP when at each set of lights - revving the nuts off his GSXR and then dumping the clutch.

At one particular junction, there sat a PCSO at a set of lights.... Once the lights turn from Red to Amber, her pulled away popping a maaaasive wheelie... (Yes, I got a bit jealous), however, thought what the PCSO could have done...

What rights do they (scooter PCSOs) have when it comes to bikers?

Don't think that can do anything, as they have no powers.

not entirely true: this is from https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/117572/pcso-powers.pdf

Power to seize vehicles used to cause alarm:
Power to stop and seize a vehicle which a PCSO has reason to believe is being used in a manner which contravenes sections 3 or 34 of the Road Traffic Act 1988 (careless and inconsiderate driving and prohibition of off-road driving) and is causing alarm, distress or annoyance under section 59 of the Police Reform Act 2002'.
