This appears geared specifically at the A25 from Dorking to Guildford, and roads off the A24 south of Dorking. The road to Rykas already has 50mph average speed zone thanks to anti-social behaviour, where i am sure bikers are partly responsible. However, this new initiative seems to be focussed on off-road bikes and cars, which seems pretty niche to be inconveniencing everyone.
Hopefully it'll be seen to be as daft as it sounds, but if it works... coming to an area near you...
