The Pit Lane Limiter?

1st gear at 20mph, hold the starter button and GENTLY accelerate. When you hit the revs the limiter is set to you'll stop accelerating and start popping and banging

Or if you mean how as in the technicals. It's a FBW throttle, so you can programme it to do all sorts which totally ignores your inputs
You set an RPM limit and hold the button. At that engine speed it modulates the throttle to stop acceleration no matter what you do (with the exception of letting go of the throttle).

What I meant was how does it work technically. Dos it retard the engine? Can't imagine it interacts with the clutch.

Presume the ECU cuts the spark and/or fuel injection

The Pit Lane Limiter works by interrupting the ignition and not by means of cutting the fuel supply.
