Federal laws, not the bike, the Hayes calipers were likely to cost them more in litigation than in replacement. The Hayes brakes had seal issues. We saw the same in Europe but it wasn't deemed worthy of recall here just warranty if it failed

There was a posi tap in the instructions. But, if the wiring is all good and works when disconnected, i would be asking the maker.
