Gen 1 - Right hand switch gear ?too hot? to start Bike

Am at Box Hill and there is a Chap on Gen 1 whose bike does not start... I walked over to see what the issue is and he was poring water onto the right hand switch gear,

Apparently it?s quite regular, however more so on hot days...

we have tried bump starting but no luck.... suggestions on a postcard please?

funnily enough same thing happened to my mates yesterday at the oakdean, but it did bump.
Mine was OK
