Can anyone tell me if the red stripe separating the blue and white paint on the tank is a decal?

Can anyone tell me if the red stripe separating the blue and white paint on the tank is a decal?

Not sure if it differs by year, but watched a youtube on 2015 Motorsport (Red/White/Blue) bike being built, the red stripe is a lacquered in decal. A base coat of blue that then gets the decal, followed by white and then the lacquer to finish:
